Everybody knows Paeter, the tanner. If Soporos had a mayor or leader, he would be it. He actively resists taking on any such title and insists Soporos is a small enough village that no leadership is needed.

For all that, everybody knows Paeter is the one to go to when disputes need to be settled or decisions need to be made. When the Edgefields decided it was time for the storm children to take on apprenticeships, they went to Paeter, and he took on the organizing of the process. He is also one of the mentors you can choose to apprentice with.
